Rand Bellar
DEVELOPER
Rand Bellar represents a multi-generational family ownership group that acquired the former papermill property in 2019, continuing a legacy that began with his grandfather. Working alongside a team of Seattle-Tacoma-based consultants, Rand is guiding the rezoning, restoration, and redevelopment of the site. In partnership with the Town of Steilacoom, the project will restore Garrison Springs Creek and return public access to land that has been closed off for over a century. The vision is to create a sustainable neighborhood that honors the area’s natural environment and serves as a thoughtful extension of Steilacoom’s historic character.

Briahna Murray
CONSULTANT & ENVIROMENTAL LOBBYIST
Briahna’s leadership has been instrumental in securing both state and federal funding for major environmental and infrastructure initiatives, including the restoration of Garrison Springs Creek at Chambers Bay. This multi-agency effort, supported by Forterra, the Salmon Habitat Recovery Program, and Pierce County, reflects Briahna’s ongoing commitment to environmental stewardship and public-sector advocacy.
Briahna holds a law degree from Seattle University School of Law (cum laude), where she served on the Law Review, and a B.A. in Political Science and English-Writing (summa cum laude) from Pacific Lutheran University. She lives in Tacoma, Washington.

Lee Striar
PROJECT DIRECTOR
As a Principal and Project Director at Heartland LLC, Mr. Striar leverages his experience coordinating all aspects of the development process, including property acquisition and disposition, development financing, and land development approvals. Lee has experience with private, non-profit and public real estate clients and has participated in an array of project types, including master planned developments, commercial development, and mixed-income and affordable multi-family housing.
Prior to joining Heartland, Lee worked in Philadelphia, Pennsylvania for private and non-profit developers of urban multi-family and mixed-use projects in Pennsylvania and New Jersey. Lee received his Masters Degree in City Planning from the University of Pennsylvania School of Design, and a certificate In Real Estate Development via a joint program with The Wharton School.

Michael Dieden

Michael Dieden founded Creative Housing Associates in 1997, as a pioneer in the transit-oriented development field.
